Announcing our New Data Report: Hazardous Ingredients in Personal Care Products - Data Reported to the California Safe Cosmetics Program 2009-2022

We are proud to share our latest data report, which includes the first year of reporting under the Cosmetic Fragrance and Flavor Ingredient Right to Know Act of 2020 (CFFIRKA). Highlights from the report include:

• CFFIRKA greatly expanded the number of products in the database – reporting increased from an average of about 5,300 products per year in the 10 years prior to CFFIRKA to 25,186 products reported in 2022 when CFFIRKA commenced, a nearly 5-fold increase.
   
• 94 percent of 2022 reports would not have been reported without the new CFFIRKA requirements.
   
• Carcinogens were reported in 15 percent of products in 2022.
   
• Reports of several ingredients have declined substantially between 2009 and 2022: formaldehyde was reported 10 times less frequently and a third of reports indicate the products were discontinued or formaldehyde was removed from the product.
   
• The carcinogenic preservative, butylated hydroxyanisole (BHA), had the sharpest decline, from 1,410 products in 2009 to only 10 products in 2022.

California cosmetics reporting laws take a consumer right-to-know approach, with the intent to allow consumers to make informed choices and to promote product reformulation with safer ingredients. Under new CFFIRKA requirements, previously undisclosed fragrance and flavor ingredients on designated hazard lists must be reported, expanding ingredient disclosure to the public.
